Last time I finished that event chain, the "poor quality minerals" debuff stuck around until at least 2350 after which I stopped looking at that planet quite as often.

Didn't see a timer on it, lasted over 100 years at least, so I figure it's permanent.
It's not supposed to be permanent I don't think, that seems like a bug. Has not been permanent for me yet.

I do wish the event would spawn a new empire or something interesting. And I do wish it would not fire again the same game if you already had it. Unless they do something interesting with it coming up multiple times effecting the end result of the event. Like the empire gets as many colonies as snake ships that you let leave.

Not sure the point of this event chain other than being mildly negative.

... and a permanent mineral penalty.
The penalty was never permanent (at least not that I've seen). It originally added Poor Quality Minerals for 8 months or so, and in 3.4 they changed it to a new Abandoned Mining Tunnels modifier, with the difference being that the latter won't take away any mining district capacity.

I got the event 3 times at least during my current game. It's honestly a terrible event, and I don't often say that about storylines in this game. But there is just nothing interesting or engaging about this one.

I want a continuation of this event where, years later, you learn that the fallen empires are now midly annoyingly plagued by the snakes and even the xenophobe empire debases itself into calling you to ask you how you got rid of them

It also appears possible for snakes to trigger on planets that have already had another colony event or which have been terraformed, since NOT = { has_planet_flag = colony_event } is missing from the triggers.
