Smiley faces on war screen?

Please tell me I'm not losing my mind. I see a (poorly drawn) smiley face in the upper corners of the war window, mousing over them gives a tooltip about "missions", and I've seen it with WtWSMS, ARR, and Vanilla.

I don't remember this being here before 2.5.

Maybe? I do have Conclave, I'll get screens and see if turning off Conclave makes it go away. Would be awesome if a Paradox dev (such as @Groogy or @Birken ) would comment.

Okay, here's a screenshot:

And I can confirm that I'm seeing it even with Conclave turned off. No mods, and I had Steam validate my files.
