I have a practical question. How does PDX currently consider smaller ships (meaning anything below 1000 tonnage = pre-WW2 destroyers) are they ignorred or do they add up the tonnage of smaller ships and give the equal tonnage amount of destroyers? Italian and German navies appear to me rather big. Just a question out of curriosity, cause I'm collecting information on the Iran and wanted to know whether smaller ships are important at all, maybe someone who knows the navies of the time can answer.

Generally anything below destroyer is ignored, although there are examples of large torpedo boats being represented in-game as destroyers. This seems to be a balance decision, such as representing the old Deutschland-class pre-dreadnoughts as proper battleships.

How does PDX currently consider smaller ships (meaning anything below 1000 tonnage = pre-WW2 destroyers) are they ignorred

The small ships (frigates, corvettes, sloops, minesweepers, ammunition tenders, harbor ships, etc) are not included in HoI4.

But for Canada in HoI4, the historical construction docks (minor slips) that produced Canadian frigates, corvettes, sloops, minesweepers, ammunition tenders, harbor ships etc) are included. Historically, Canada produced lots of minor ships from lots of minor slips.

And in HoI4, the lots of Canadian minor construction docks are included via national focuses, but the ships they produced are not included in the game.

Canadian ship-building capability in HoI4 is simply amazing.

Sleight and Bauxite Bill have you mostly covered here :). The only point of detail is that Italy's navy also includes some smaller 'destroyers' - they were rated as destroyers in WW1, but are below 800/900 tonnes. However, they were still relatively fast and capable of torpedo attacks (and made a few during the war against larger vessels). In terms of Irans navy, it's two sloops would be too small for HoI4, iirc historically they were sunk by other ships too small for HoI4 as well.

If it helps, my notes have Iran's starting navy as:

- 6 Azerbaijan class motor launches (30 tons standard)
- Two Babr class sloops (950 tons standard)
- Three Shahan (ex-German FM-24) class minesweepers (170 tons standard)
- The Royal Yacht Chahsever (350 tons)
- Four Charogh class gunships (331 tons standard)

All bar Chahsever and the minesweepers were built in Italy. I may have missed something - these notes are from general rather than Iran/Persia-specific sources.

Most likely from Conways All the World's Fighting Ships, 1922-1946 - although I've seen Babr and Palang referred to elsewhere as well. Classes are usually based on the first ship laid down, launched or commissioned - with the custom unhelpfully varying by country, so I'm not sure if the approach used in Conways will be that used by Iran/Persia of the period.

No worries - I'm afraid Conways only has launching dates - 2nd of August 1931 for Babr and November 1931 for Palang. Good luck tracking down more detail :).
