Change the modifier for YOUR relations with a country to "Your population's opinion of X". This is more accurate, as you yourself decide your relation with a country, but your population can be outraged by their behaviour. Perhaps a dramatic change in relations (you offer alliance/they offer and you accept when you your population hate the other country).
