Anyway, as I said before everywhere, it's ok with me as long as a minor power doesn't have great chances of annexing other countries that easily.

i.e.
Spain vs Portugal (what am I saying? won't I be able to annex Portugal anymore?)
Poland vs Germany
etc, etc, etc

Depends on who they attack. If belgium wants to annex luxemburg, I think they should be able to do that :)

I personally consider the smaller your country gets, its like picking a whole harder difficulty. Resources are tighter, who to go to war with is more of a choice and a problem. I don't think just anyone should be able to smash anyone with any country, if we aren't just going for historical accuracy, lets go for realism. In a realistic war, the Czechs won't win alone against germany, but with Allied help it could be a nice short game.

Anyways, I suport playing both historical and a-historically. But if you and your friends are gonna try to take down the US as Mexico and Canada and Cuba, perhaps a bit more thought will be needed?

The option to remove dissent will in all likelihood be there...as a cheat code. I'd never use such an option myself (se my previous comment), but anyone who wants will of course be welcome to use it and do what you outline above.

Any small nation can be played to become a great nation. Sometimes you would have to exploit the game to achieve that though. I have played Luxembourg and annexed France, Spain, Portugal, Ireland, invaded Canada and the USA. In the end I had only 12 mountain divisions, 3 sea transports, an air transport and 1 airborne division. I had my ally Germany, do most of fighting for me(they invaded France through my country.
It can be challenging to try to expand as much as possible with any small country, but most of the game is sitting waiting for something to happen.

Well that was in HOI anyways...
