Where is that option? The only available develpments i see for counties are military related. Are you saying you can build in towns and cities also? But you can't control those as a count, unless you want to take a hit for controlling the wrong types of holdings.

Control towns anyway. Still worth much more money then a castle. Also you can build stuff in your vassals holdings.

As long as they're in a province within your demense, you can built things in towns, bishoprics and baronies even if you're not the one in control of it. As long as you control the county.

I usually help along my Mayors/Bishops/Barons whenever I have some excess cash, but I mainly focus on improving their income and let them deal with the other improvements.
