Currently event "A Kilwan ambassador meets us" has probably 100% chance (since I´ve tested it 5 times so far) of AI choosing option "We have no need for diplomacy with Kilwa" if its main culture is not Persian despite fact, that I may be allied with nation that controls province Shiraz and have +200 relations with them. Maybe this event should as well check my (Kilwan) level of relations with nation holding Shiraz province and if possitive, this event should have high chance of AI choosing option "Welcome him!" despite not having Persians as primary culture.
