Small change to Incan Religious reform but maybe could be broader?

One of the reforms is +1 Legitimacy but I think for the one theocratic state it should provide +1 devotion instead, and the same should be true for other national ideas and etc if they provide legitimacy it should convert to devotion or a lesser amount of RT, maybe a little less devotion if that's too powerful as well

Agreed, but then we'd have to remove "chance of heir" from so many nations...or make monarchy succession function competently .

I think that's minor enough that it can be ignored, religious and republican govs just don't have anything that would convert well

It's value, to the extent that it is non-zero, is close enough to identical between government forms that it has no place in the game right now.
