My suggestion is rather basic in nature: With the new update (and probably for a while) many nations can form their respective formable nations if the other nation in question is in a PU or a vassal, where said PU or vassal then gets inherited upon forming the nation. Such as Spain or Bavaria, for example. So I would like to suggest the same for the Netherlands. It wouldn't require much of a change, but could make things a bit easier for players. All that will change would be the requirement to own core provinces required to form the Netherlands to a requirement that they be owned by you or a subject, just like those of Spain and Bavaria (and probably others).
