I managed to predict a conference this time around and had a save just before and as we entered the conference. Thus I have been able to play around.
I want to check a few things and then ask for advice on other things.

I want to check a few things and then ask for advice on other things.
- Democracies can not 'puppet'. Is this correct? (I play as UK).
- Assuming the above is correct. Would any of the 'Intervention' national focuses allow me to puppet the Scandinavian and Benelux regions or would it simply allow me to justify a war goal?
- When the conference starts I am at the top of the list which would suggest that I had the highest involvement, however a number of countries I capitulated had already been turned by USSR, with Japan being the key one. No other nation attacked Japan (their home country) (axis at the time) yet they were puppeted by USSR. Thus can I assume that I was not top and I simply see 'my turn' at the start of the conference?
- Advice here. I managed to change the government of Italy. I took all of their provinces. The following round I was able to invite them into the Allies. Thus I now have Rome as an ally with me controlling the rest of their country. In this scenario, what is best? Should I keep the country and use their resources and factories or, seeing as they in the allies, give it all back?
