You shouldn't be able to change your government type at the speed of light.

In my opinion, the decisions should trigger a chain of event, ultimately leading to the government change.
(For gameplay sake, the government would probably be still instantly changed, but with consequences in form of events during the following years.)

During that process, dynamic mechanics and events could be improved.
-Your horde turning into a standing army (already happening)
-Some family member turning into mercenary companies or Raiding adventurers.
-Court members leaving to preserve their old ways.
-The first stones of the castle, family palace, etc.
-The new traditions, how they appear. End of pillage, concubines, etc.
-Exile of part of the population with consequences for your neighbours.
-Your coronation as a king, doge, chief, etc.

I was thinking that government change could be tied to law (in the fashion of the imperial administration law).
The same conditions unlocking the event would be still required to unlock the law, of course.
The time that takes the adoption of a law by your vassals could simulate the progressive change of your government structure (and the participation of all in the process).

In fact, in my ideal world, each component of a government would be tied to a law available under certain cultural or situational conditions (Do your government works with clans or patricians, have a mansion, have a nomadic capital, can build trade posts, have a standing horde or retinues, can hold temples, castles or cities, etc...).

FWIW I have been looking at the government types file and am working on a new government type intermediate between tribal and feudal, at this stage I am calling in tribal monarchy for want of a better name.

The idea would be to create a government type that mirrored the type of government practiced by the Merovingians etc - free title revocation, prestige based actions and most importantly - NO CASTLES ! My reading is that it was the introduction of castles that fueled the rise of feudalism - it makes it a lot easier to claim hereditary title ownership if you can simply close the gates and wait out your lord when he comes to enforce his revocation of it.

This got me thinking that there should in fact be many different levels between Tribal and full on feudal. If there were say Tribal, Tribal Monarchy, Prefeudal (?) and full on Feudal, followed by Parliamentary Feudal and Constitutional Monarchy then you could see a lot more smooth transition from incoherent prestige driven Tribal all the way through to pre-modern society.

Maybe this will be in CK3 ?

I have a lot of ideas for a "Frankish Kingdom" government type, meant to represent Francia under the Merovingians. Sadly I have no ideas about modding. Its similar to the idea of being halfway between feudal and tribal, but it has a little mix of republic in there. I can send you info on it if you want?

I am currently working on three new government types - Hunter Gatherer (foot nomads), Autocratic (Merovingian etc) and Parliamentary (post feudal) and am currently putting the finishing touches on the first. I'd be more than happy to see what you have and maybe work with you to get something finished.
