I agree, it seems weird. But then again, there is no space left for a fifth indicator below the fleet strenght (giving the size and amount of fleet ships). And this text is from the government description text in the Ui, isn't it? Then it is probably more flavor than Information.
No. It's from the Bonus list of the government. Not from the flavour text. It's on the same list like:
Also other governments have similiar bonuses:
"Can build a mausoleum, which grants -10% ethics divergence on the planet on which it is built."
"Can build an elite assault army."
"Can build a special park building, which grants +10% happiness on the planet on which it is built."
"Can build an oversized military station"

Maybe the ''oversized'' ship is one of your ship designs with an added stat bonus, or a ship of your biggest unlocked class, using special modules with more slots?
Then that is really a mystery. I find it hard to believe that they make up a totally new ship class for this one instance. As far as I remember, this only happens once in each election period.
Yeah, this might fit. Just a battleship as core design with some increased module sizes or Slots.
