unless major fleet engagements would tend more towards fewer losses and faster retreats, while making deep incursions into enemy territory into logistical challenges..

That's what i initially had in mind. That would be realistic. I doubt any ship Captian would just stand there getting mauled while they could jump instantaneously and retreat into another system. That would make Warfare fun, not to mention ship designs will also be more focused on survival than just DPS...

Which makes the portion of those resources required to build a fleet an increasingly smaller chunk.

If anything, economies of scales would make huge fleets increasingly easy to produce on a galactic scale.

not disagreeing on any point, its just that people seemed to think an entire planet is at the disposal of the military all the time.

Nobody wants to do that, but retreat isn't always possible. If the enemy cuts off your escape or you can't disengage without being overwhelmed you may be stuck trying to make a last stand or surrendering.

Also, it's known that in Stellaris emergency FTL is quite risky, so any captain has to weigh the odds of getting blown up in battle against the odds of blowing up trying to retreat.

Any Decent Space Admiral would order a retreat before getting his flanks and rear over run.
I would suggest the game Star Wars Rebellion, Try playing it you will know what i am talking about...

See Wiz' jumps with the last remaining battleships before they got destroyed in the stream. He just ended up destroying one them in the jump and the rest were caught up with right away. They might've been able to shoot down a few more enemy ships before going down, had he not.

You have pretty much every ship chassis there, maybe except the super-duper big ship that military junta(?) can constuct.

While it depends on the Situation, in this specifi one i would have guessed he may have been able to give two or three more shots. The mere Chance to save one ship seems a good trade-off against it. But that is an opinion, of course.
