Slovakia probably, as an independant nation, has problems generating enough IC to produce supplies besides the consumer goods. When there aren't enough supplies available, the org drops.
As for the plains. There is a known issue with those, that they don't loose org when they aren't supplied.
I have noticed exactly the same when you let Vichy France emerge. To verify, I loaded up as Vichy France, and checked it's production menu. The IC production was so low, they could barely produce enough consumer goods, let alone produce supplies, units or do research. Luckily, Vichy France isn't landlocked, so you can setup a convoy to supply it with oil and rubber. Once you do that, the OC production goes up again. Supplies are then produced, and the org of the armies recovers.
