I'm well aware that HoI4 has some really weird things happening with the AI (particularly regarding peace conferences) but what is up with this? I used the NF that leads to a civil war with Slovakia. I specifically did NOT accept Germany's offer to join as, aside from them already losing on two fronts, I didn't want to risk what ended up happening. Japan asked to join the war and I accepted to check a theory of mine. Sure enough, they immediately invited Germany who pulled about 30 divisions off of the front line and ran up their war participation score suiciding into entrenched Slovaks across the Danube and into the Carpathians. I captured both cities and made them capitulate but Germany somehow was able to get enough score do this before I even got a chance to do something at the peace conference. 1st, please fix the "war participation" calculations as Germany had nothing to do with the victory and yet had the most score by far (after less than 2 months); 2nd, all of those provinces are cores to me so why doesn't the AI prefer giving them to me; 3rd, even if I didn't even have a claim, why on earth does the AI think it's better to have 2 single-province puppets instead of 1 two-province one?

Finally, why was the AI even able to invite other nations to a war they didn't "own"? I understand them being able to do this for puppets but not independent faction members. This same thing happened earlier in the game as well (which is why Germany has Transdanubia). It shouldn't have anything to do with Japan being a major as I am too.

Is all of this "working as intended" or is it something that needs patched? (Please don't recommend "Player-led Peace Conferences" as that is pointless for achievement runs.)
