I conquered some xeno worlds with different habitability and developed them. However, all slaves are workers, there're no specialists despite there're jobs for them, not to mention low stability and high crime. Is there a way to fix that? I changed slavery type to battle thralls, but it didn't change anything (some slaves are unemployed - well, this is odd). Is there any sense to conquer non-habitable xeno planets?

You can settle some Residence or Full Citizenship species there, like your main species. The only real cost do doing so is the penalty to their Consumer Goods and Amenities usage from their low habitability. Thats an intended drawback.

If you really can't put any of your overlords on the planet, just blow up the specialist buildings and turn the planet into a farm, mine, etc.

But really, the habitability penalties aren't all that significant. Maybe you'll need another CG factory to make up for it someplace, but that's it.
