Slaver ai colonizes worlds with non procreating slaves

The title says it all, i recently conquered an ai empire that had 3 ( of 5 ) planets inhabited by one singular slave. The planets had been in his empire for atleast 50 years so i figured the only reason this might happen is the ai not allowing the slave to procreate which seems like a bug/oversight to me..
