Maybe, but buying entire pops would sound overpowered and kind of silly. I cannot imagine the logistics required to ship millions or billions of people, and of course I also cannot imagine a government that would be willing to ship an entire pops worth of people that could work for them.

A variant of a migration treaty, where the slider determines how many slaves pops you give/sell them each year (ie: how many migrate). If you can no longer supply the pops, then the treaty ends, just like what happens if someone can't supply the minerals, or strategic resources they promised you.

While from a military standpoint of acquiring slaves, you can add an additional mission to an Observation space station, wherein you conduct occasional slave-raids on the planet (success modified by planet tech and pop size). And perhaps add a victory condition to wars that allows you to enslave most of the population of captured planets (but never ALL of them), that enslaves and migrates the pops to available space on your planets. The war goal part might be a bit hard to add though, but the Observation station could be via events or decisions.

I'm pretty sure I saw somewhere that it offers a flat bonus toward slave mineral and food production.
While from a military standpoint of acquiring slaves, you can add an additional mission to an Observation space station, wherein you conduct occasional slave-raids on the planet (success modified by planet tech and pop size). And perhaps add a victory condition to wars that allows you to enslave most of the population of captured planets (but never ALL of them), that enslaves and migrates the pops to available space on your planets. The war goal part might be a bit hard to add though, but the Observation station could be via events or decisions.
But then the question is why don't you just invade them? Because surely a slave raid large enough to conquer entire pops would be equivalent to an invasion army anyway. Your other ideas are good I just don't see the point to this one.

Also thinking about CB to enslave pops... or maybe a some spices buy back brothers and make them free!

there was a similar discussion a couple of weeks ago, and as then, it still sounds like a wonderful idea

but for instance, you dont need to buy the whole pop, just 1 colony ship worth of slaves, and then you can grow the pop on your planet

i am also fond of the idea of slaver ships so you can raid planets for slaves, but that would need a massive new mechanic and probably be tied in with a new trade and piracy dlc
