I usually go by what I need most early on its slaves for the money and then freeman for the armies and later on its more citizens for my research. I don't know that it really does a whole lot but it makes me feel better. I run out of manpower no matter what

I guess it was done so that you can chain colonies relatively easily but colonies never rival established provinces in terms of population.

Freebot said:Well, colonization is way too easy in the current version. Its almost trivial for Rome to colonize all of Germany.
