I got the impression from the videos and people's posts here that skyscrapers will be put down by the player rather than through a building upgrading itself.

To me, as a virtual mayor to be, this makes sense. Why? Because in cities large projects usually require special permissions. Perhaps, a middle ground can be found between plopping a skyscraper and it developing by itself. A request to upgrade a building to a skyscraper could appear and the player could choose to approve it or not. Your decision would be made based on design of the building, location and the load it would create on your infrastructure.

I prefer it too, mainly because I like the idea of shaping the skyline I want by placing large skyscrapers together rather than hope that the ones I want end up growing where I'd like them to (which is not very realistic anyway).

I agree with both. I like to shape my skyline and the skyscrapers have bigger plots than the 4x4 plots. But sometimes zoning can be cool too. I'm pretty sure they said that small skyscrapers are zoned, and we have seen it like this in the game too.

This could similarly apply to large factories. You'd get a building request to build a particular factory producing particular types of products. Perhaps, they want to build a large chemical plant and even though it would provide a large amount of taxes you don't really want the chemical waste that the factory would dump into the river.

I fell in love with that idea =)

Going further, maybe one could be able to give certain feedback why one does not approve of the building, like it uses too much land, not eco friendly enough, does not match the building style in the area. In some time maybe a new proposal will be on the table that fits better with the feedback you gave.

Technically, all buildings require getting approved to be built. If skyscrapers have to be approved, then so should all buildings; however, this would be tedious and cause people to not want to play.

I think the upgrade request idea is cool. When a building wants to go over a certain height, we have to approve it.

In some places though, major structures, skyscrapers, theme parks, factories, etc., require special permits from the metropolitan municipality's office. For example, there is a certain height limit where the permit is transferred automatically to this office. Such important permits could fall on the non-tedious portion.

You're right, and that's exactly how I think it should be handled in this game. I don't think all skyscrapers should have to be approved. Only ones that would be high-profile (like an Empire State Building, Sears Tower, etc) or extremely tall, which naturally become iconic landmarks.

That made me think of a whole new idea; triggered landmarks. All landmark buildings, not monuments though, could be triggered through various conditions. Hence, you get landmarks that fit your city. If you have a district with a sizable number of skyscrapers and a block of the right size in it you would be asked for a permission to build Empire State Building in that spot.

I like that idea! It would add a new aspect to the game.

Slightly unrelated, but I hope there are a lot of really tall buildings in this game. The Empire State Building is no longer the world's tallest (it's definitely still a landmark though); there should be plenty of buildings that come close to or exceed its height.
