Skull-Barbarian???

Notice near the bottom of the picture there are 4 small circular portrates in a row with numbers by them. I beleive that the first one denotes the citizen proportion of the population, the second picture is for the freedmen, and the last is the portion of slaves.

I am slightly confused by the last portrate. Is that suppose to me the number of barbarians in the particular province? I was wondering if anyone knew or could infer more than I did.

Maybe a civilization level indicator? It could change with increasing levels of civilization.

I think it's not the barbarians and because it's "barbaric" nation, my guess would be somekind of shaman or something like that.

To me it looks like a balance scale, or the skull of a mountain goat.

It's the same symbol that those barbarian hordes have on their flag (a goat skull), so it's related in some way to barbarism. But that doesn't really tell us much.

well it looks like something to do with hordes. Maybe it is even to do with diseases.

If you want to find out the civilization percentage. Look at the bottom left at to the right of the picture of the guy.

My guess would be that the higher number of "skull barbarians" in a province the higher the chance of a horde forming in it (and maybe the number of skull barbarians also denominate the size of the horde forming). Maybe "skull barbarians" will be added through discontent or something like that.

i would say it is rich, middle class, poor, than slaves.
