Wikipedia said:
From the 13th to 15th centuries, the size of the College of Cardinals never exceeded thirty

Wikipedia said:
Pope Sixtus V (1585—1590) limited the College to seventy members in his December 3, 1587 papal bull, Postquam verus ille, which lasted until Pope John XXIII (1958—1963), who increased the number of cardinals in successive consistories to seventy-five (1958), eighty-eight (1960), and ninety (1962).

So, i ask, why there is only 15 cardinals for holy see???

What do you think>?

"never exceeded thirty" does encompass 15 ;)

That said, this is most probably another reason of gamebalance and ease-of-play trumping history.

15 of the most influential cardinals I'd take it. Secondly, for the time period the game goes through it really doesn't need more than 15 for game-balancing reasons.

Quick question: Why is it that I have attained 80-100 influence with the Pope but never manage more than one or two cardinals at a time, usually none? Is it tied to Prestige also? If so, that might be the key. I'm playing as Scotland, it's only 1420-1430 and my Prestige finally just reached 0 last night.

its because every time you do get a cardinal you lose influence and also it is based on how many catholic provinces you have based on tax i think we agreed on and scotland isn't very big
