I read the guides about the topic but there is still one thing I can't understand: The levy size of cities and bishoprics seems to be always halved without an apparent reason.
Example:
I have a city (direct vassal) with 658 total levy size. I have instituted high crown authority, so cities should give me a minimum of 60% of their levies. 60% of 658 = 395. However I only get 202 levies from the city. The tooltip in the military view says: "Mayor Cormac could provide at most 335 troops. Of this you are able to raise 60% (202) due to crown law setting the minimum to 60%".
Of course, this explains where the 202 is coming from. But what decides about the amount of troops a city can provide? It seems to be always one half of the amount of troops a city has (no matter which laws are in effect or how the relation between liege and vassal is). Is there a reason behind this? Can this be influenced somehow?
