How does it work? Does it do something negative to my Junior PU? Do they lose dev? Just curious because I use it every so often and I'm wondering if my siphoning income causes permanent damage.

From what I can tell, the only things it damages is their treasury (and your relations/LD).
If you over-use it, you do risk putting your subject deeply in debt. This won't directly hurt you, but it'll keep them from developing their lands, giving you some extra work to do when you inherit them, and risks making them all but useless in wars. Other than that, there's no downside to squeezing them as hard as your relations will allow.
