I bet if you ask lawyers, fiddling with customer real life data like that will turn out to be againt an endless number of laws, both national and international, especially so concerning privacy protection. I highly doubt that a) steam's conditions under which you buy software allow such a procedure, nor that you intentionally agreed to such a use of your personal data b) any legal compartement has checked this before they announced it. I bet that after consulting any law persons advice they will cancel this. Apart from this idea being utterly useless and no asset whatsoever to preoder a game.

Maybe this is simply Paradox's new approach to 'cloud' storage. If steam has all your data in the cloud then why can Stellaris.

On a serious note, someone has said that they take the name from your paradox plaza name, so it doesn't involve steam.
