So far it seems the formables depend on your culture, as the game doesn't have a concept of cores like EU4 does. But in the current state, different tags don't offer a lot of variability in gameplay as all nations have the same set of ideas for both government and religions.
Since I love forming new tags in PDX games. Made a list of my Top 10 Formable nations!
