True balance is pretty much impossible to achieve and some attributes are simply going to be better than others. The question is not how to solve the issue but to reduce the problems it causes.
One solution is to try to make each attribute have a clear situation when it is the strongest, however this can be problematic if certain situations are much more common than others.
Another way is to minimize the impact of attributes but this reduce their value and may make characters less interesting or make the player care less about the attributes.
