Simulating unrest (A dumb idea I just cooked up)

What if provinces with nationalism on them also gave a significant amount of attrition, but we also upped the amount of -unrest that stationing troops in an unruly province gave? This could also be partnered with buffing harsh treatment back up by decreasing the amount of attrition suffered simulating a large crackdown on the province. This would go to better simulating why many provinces were hard to keep control of through the centuries and and sap the resources of an occupied power moreso than 1 or 2 pitched battles with rebels every few decades would. Thoughts?

I'm not sure this is the best way to do it, but I've long been a proponent of more passive troop involvement in rebel suppression.

The problem with your suggestion is that it makes snowballing easier for very large countries with unlimited manpower. You would need to make the attrition really severe, along with the number of troops required, which is then quite punishing to small-medium countries.

It's not a terrible idea, though. I welcome a discussion of unrest/rebels requiring troop involvement other than the current battles (that were rather rare historically and not much fun in the game either).

Your clearest example would probably be the napoleonic conquest of spain - He described it as "an ulcer upon my armies' heel" due to attrition from guerilla warfare. I'd quite like guerilla warfare to become a thing (maybe increased attrition after a certain tech level or something)

I would really like to know whether there are a lot of historical precedents for this kind of thing, though.

Gameplay wise, I fear this would disincentivize people from using their armies to suppress rebels, though, simply making the territories no-go zones (which some of them already are due to being frozen mountainous areas.)

Either way, I really do think the cost to controlling provinces with foreign culture and religion should be way harder than it is now. Especially for large empires. I don't know if attrition would do this or not, but it's not a bad idea.
