Simple solution to make religious and cultural conversions more of a trade-off

I lot of people, including myself, feel that converting religion and especially culture, is way to easy - in a rather ahistorical way.

Religious conversion in particular is a no-brainer as it is now, there isn't really a downside to it. And this game is supposed to be about choices, right (heard the devs say this alot).

My simple idea is to make conversion actions tie up monarch points, in other words a monthly cost of 1 admin, 1 diplo and 1 military per province. Representing the serious efforts states hade to put into actually converting people historically. Also, increase the revolt risk during the process and when finished with the conversion, make the tax value drop a bit (representing people leaving the province instead of changing religion/culture). Neighbour nations with the same culture group/religion in question should be able to benefit from this exodus by getting increased tax in some provinces. That way you are risking enriching your neighbours by converting your people. When for example France exiled its protestants, the economic impact was quite significant.

Converting cultures in provinces with a different religion should give a penalty of an additional monarch point per month in cost, the same goes for converting religion in a province with a different culture.

This way the choice is not that easy anymore. What do you think? :)
