there are many postcolonial tags in EU4 that seldom appear in games, like Venezuela, Paraguay, United Central America, etc., and it will be nice to see them more often. My suggestion is to make the decision to form these tags dependent upon where the capital of the country is located, and then restrict the permaclaims these "minor" postcolonial tags to their home region only. The decision to form Texas is already coded like this so it should be easy to do, I could even do it myself and I suck at modding. Also, with this we would avoid things like giga-Chile owning all of La Plata region with its capital in Buenos Aires (this one in particular triggers me to no end, and I'm Chilean xd), or the infamous "Australian Australia" that appears when an independent Australia has its capital in New Zealand. At the same time, "major" postcolonial tags that represent a sort of union of the whole colonial region (like Mexico, La Plata, Colombia, California, etc.) should still get permanent claims on the whole CR, but to form them the capital needs to be in the home region. So, let's take La Plata region as an example:

La Plata ("major" tag)
Capital must be in La Plata region but not in Chilean or Paraguayan areas.*
Upon formation gains permanent claims in the whole La Plata colonial region (as it is now).

Chile ("minor" tag)
Capital must be in either Northern Chile, Central Chile or Southern Chile areas.
Upon formation gains permanent claims in the areas mentioned above and in Neheunken, Patagonia and Patagonian Andes areas (historical, sovereignty over Patagonia was disputed between Chile and Argentina until the late 19th century).

Paraguay ("minor" tag)
Capital must be in either Paraguay or Chaco areas.
Upon formation gains permanent claims in the areas mentioned above.

*Chile should have its own colonial region though, or at least be in the Peru CR as I explained here.

Now, on to Colonial Australia (so we avoid Australian Australia).

Australia ("major" tag)
Capital must be in Australia region (not colonial region).
Upon formation gains permanent claims in the whole Australian colonial region (and maybe in the Moluccas region as well, to represent Australian control of Papua New Guinea IRL).

Zealandia ("minor" tag)
Capital must be in either Te Ika a Maui or Te Waiponamu areas.
Upon formation gains permanent claims in the areas mentioned above (and maybe in some Polynesian areas to represent NZ control of some Pacific Islands like Niue or Cook Islands IRL).

And so on and so on with all the colonial regions. I hope this is clear, if not I can make lists like this with all the colonial regions currently in game lol.
