Here's a quick scenario, with my suggestion indicated by a *:
You set up a template in the army/navy builder; let's say, 12 inf, 4 cav, 12 artillery, and you build that army.
You split some infantry off of that army and they got killed off, and the army is now at 8/4/12.
* You select that particular army, it has some kind of "Template Recruiting" button on the army panel, and from there you can select the existing 12/4/12 template that you set up earlier. Instead of building a fresh 12/4/12 stack, it looks at your selected army, see's what it is missing compared to your chosen template, and builds the missing regiments which then come merge with it.
