Sure sounds like it, in my head Canon, they're basically the tranquil from dragon age.
Not necessarily: the trait isn't incompatible with "charismatic" for example, so you could make them very pleasant to be around, but they simply obey orders without question. It's kind of a fluff-question though, so it's up to you. You want to think of them as zombies go ahead.
