I dont think it would be exclusive neither (please so be it!). Why?. You got Purple Phoenix dlc for EU IV, it became buyable. Stellaris?, i got everything, preoder galaxy edition(the expensive one) and OFC it would be also buyable. HoI4?, it will be too buyable.
What is the core for this assumption? : First come, First serve. Those are freebies for the ones that have supported the game from the beginning, people that come later will claim to make them buyable and Paradox will make them, cause is lost money!!!.
I passed the opportunity to sign up for HoI4, because i was inmerse in EUIV and CKII, and WWII did not appeal to me. But after playing VicII, i thought that palying HoI4 would be better than HoI3. After that, did not give it so much thought, but today i know that there was a sign up campaign for HoI4 that i missed.
It makes me sad to not be able to get all the features, but inside a company logic that has always answered to their costumers feedback and messages, it is obvious that they will released all that extra content for a price later. They are losing an opportunity to attract the new horde of people that are starting to know Paradox with Stellaris release. Got some friends that were into space strategy but not historical, and after Stellaris they have become more attracted to give it a try to EUIV and CKII (considering also the mods like AGOT since they are fans of the show and books),
I know that some people will be pissed if they release, cause of "First come first serve", or "it is exclusive stuff for the ones that have been with the develpment" or "iam fan of HoI 1 and i want to be recognize (lol)". But let's be realistic, you got your forum icon and wallpaper (unless those are the ones that you got from pre order, please someone confirm this), that can show up that you have been with the devs from the beggining.
Despite of that, i am 99% sure that that stuff will be buyable later.
