I do not even build infantry for the first 100 years of the game, and I can tell you I have sieged a lot of provinces and won those seiges with calvary only armies.

Think of it this way:
A siege is just sitting around outside the fort, not letting anyone in or out of the fort, basically starving the defenders out. As well as lobbing projectiles at the walls or diging mines to undermine them. After a certain number of men the rest become redundant to such an operation. The game has decreed that this number is 5000/Lv of fort.

The only reason to have more than the minimum is for defence agaist an enemy army that may move into the province to try and lift the siege. Or if you plan to assault, or if attrition is high, in which case you do not want to keep much above the minimum but have another force close by to add a few at a time as you lose them to attrition.
