I'm happy that paradox continues to support this game and even makes some new features available to people who don't buy the newest DLC. But the recent changes in 1.14 just make the game unplayable when you don't have the cossacks-DLC.

I just started a new 1.14 game for the first time and this is what happened:
I'm in a war with an ally - the wargoal is conquering a province but my ally managed to control the wargoal-province.
And now, they don't want to give me the province.

- it's the war goal
- I'm the war leader - they're just a junior partner
- I have a claim on it - they don't
- it's a bordering province for me - for them it isn't

but still they won't give me control of the province. Why?!
in 1.13 the AI used to just give you ever province, if they didn't have a claim on it.
Now, they seem to only give you the provinces, if you have set them as "interest". But I can't set provinces as interests if I don't have the cossacks DLC.

This is such a ridiculous scenario, they're just hogging the province, simply because I can't tell them that I want it (which should be clear to begin with, since that's the province I declared the war for!

This is so absurd, Paradox has made the new AI-behavior available for free in the newest patch, but made the menu-option to interact with them, DLC-only.
The game is now virtually unplayable, because this happens in every war now.
Basically, I have to wait like 10 years, until my ally gets bored and signs a separate peace deal. Then I can start to siege the province again.

I can't be the only person who is bothered by this. Did everybody else just buy cossacks and got over it?
I do own every other DLC, except for cossacks, so I feel this is an unnecessarily dickish way of forcing people into buying the new dlc: by making the game unplyable if you don't buy it

(I know I can go back to 1.13, but that's such a major hassle, especially because I'd have to start maintaining mods manually)

Do you have a save game that I can look at?

(I can probably reproduce it myself but it would save time and ensure your particular issue gets looked at.)

Somehow happened to me too. As Denmark, i war against East Frisia, Pomerania and some other small nation there.
War goal is East Frisia, with a claim there from Denmark.
I call in my ally Austria.
Austria sieges East Frisia and transfers control to Holstein, my vassal, even though they didnt have a claim there.
Holstein doesnt tranfer to me.
Well, at least the province was mine either way.

Edit: No savegame since it was ironman.

There seems to be lots of odd behaviour going on with transfer occupations. For example, in a recent Poland game I saw Austria jump on Hungary whilst I was also attacking them and they transferred the occupation of provinces they didn't want to Baden (I think). I watched this happen so know that the siege stack was 100% Austrian and that they got the occupation first and then transferred it.

I've also seen overlords transferring control to vassals even though the province will then be incapable of being given to that vassal because it cannot be cored and the vassal doesn't want it anyway.

Maybe there is a connection here to the changes made so that you cannot force them to take provinces they don't want?

A funny thing that happened to me as Qing, at war with Pattani, I think, was that I transferred some provinces to my vassal to feed him, and he kept transferring them to my ally Spain! Note that nor Spain nor my vassal had any claims there (neither did I). This set me back for a few years until the truce ended and I could do it all over again.

Almost same. I try to feed my vassal, but when I give him some province, he give to the vassal of my ally ... -_-
So, I reload the game (backup save), I transfer province and I must sign peace the same day. If I wait one day, my vassal give to another vassal ...
Ironman, so i dont keep save.

I have the same problem. Only workaround i have found to this is to snipe sieges, pause game and assign all occupations and make peace without unpause. Then AI can't reassign occupations. This doesn't fix the problem when AI has siegelead and will give it to whoever has it set as vital.

Even with Cossacks DLC, as BYZ my march Athens occupied inland provinces in Bulgaria it couldn't core, then refused to transfer occupation. That's pretty absurd, even if allies might not want to be cooperative a loyal subject occupying land it can't core shouldn't hold on to that occupation come hell or high water.

Confirm it too. Btw even with the DLC I find the set Province as National Interest useful, but pretty frustrating, since you always have to fiddle with it. And most of the time your allies have the same vital interests as you (or prevent you from adding provinces as Interest because they already added them), so not only you have to spend favors or provinces to call them in but even then they'll hinder your progress

This happens with the dlc as well. In my Golden Horde run, the Ottomans would not transfer control of provinces in northern Lithuania that were directly adjacent to me. There was no chance whatsoever that they could core such land. I stopped calling allies into wars to avoid such situations.

I also noticed some weird behavior, but it was a little different. I was occupying provinces as an ally and the war leader was able to demand those provinces for himself in the peace deal, even though I was the one occupying them and he had no claims nor cores on that territory. How can that be?

Happened to me as Persia - gave occupation to vassal Syria, it transfered to Armenia, who was a vassal as well. With Cossacks.

Also, as Denmark, I occupied a bunch of russian provinces while having Novgorod as a vassal, but when I demanded them for myself, a whole lost of them went to Novgorod instead.

Yeah, I thought this was strange, too, that in my Brandenburg game, Austria kept transferring control to my ally Saxony instead of me, as I was war leader (coalition war against me). Saxony was nowhere near those provinces. I have all the DLC content.

This was happening in my Athens game too, Hungary&Poland transfered their sieges to Moldavia (still a polish march). Led to some ugly borders. Moldavia didn't have claims on any of the provinces save for one (Silistria).

I don't have the Cossacks DLC.

There is other problem with diplomatic Feedback - you can ally someone if you share common enemy. But you actually cannot mark provinces of this enemy as your "intrests" because this led to termination of the Alliance. And agressive countries tend to mark whole enemy territory as their "area of interests". In my Pate game I allied PLC against Ottomas and they boke alliance immediately after I set info of my desire of....Aleksandria. This is plain stupid - I need to play pretending I don't want anything from my enemy to keep alliance and during the war even my vassals are not transferring occupation to me :(
