Currently countries with the sich rada government type don't have estates and also no factions. I think they shouldn't be left out of the new mechanic.
Their nobility estate should be replaced by the Cossacks estate and it should get the Cossacks privileges as well as most of the nobility ones like more man power or the mil point bonus.
Their merchant estate stays the same but should get called Free Serfs.
Clergy probably is still clergy.

They should also be allowed to build Cossack units from the macro builder.

In zaporozian cossack propaganda - free cossack state will be non-classes and non-estates state. So by ideological reasons Sich Rada shouldn't have estate mechanism.

In this place Sich Rada can have faction mechanism like a pirates (the most similar by ideology). Elders/Starshina (rus. старшина, pol. Starszyzna), Blacks/Chern (urk. чернь, pol. Czerń) and some other faction.

Nah sorry we changed our mind. They already get the full bonus from the Cossack estate in their government. They are supposed to represent a group of freedom loving people on the Steppe who accept serfs fleeing from oppression. It would be weird for them to have a merchant or nobility class within their society. Clergy I can see the argument but for now they won't have any estates.

Yes, they cynically said it right before rolling out pirates. Right after 1.27 that updated region... except for Ruthenia and Cossacks.

I don't talk about events, mission trees, Zaporozhia historically appearing or Cossacks not getting Aztec pyramids on their flags.

And now Cossacks work like serfs in Steppe, making a cheaper development there.
