Both these Khanate not appear in Eu4 when they were a potential great player in Central Asia.
I propose a solution here.
When Kuchuk Muhammad of Great Horde dies the New khan will have to chose between him or his brother. The rejected one will rebel and if thé khan cannot beat them; a new évent shows the formation of thé Astrakhan Khanate as it happened in History.
For Sibir the situation IS différent since it isnot Shaybanid but a Djotchid- Genghisid unreleted with Abu l Khayr who rises in thé wake or thé Khan of Uzbek. Thé Uzbek will have thé choice to let Sibir go or to fight thé rebels.In History once Sibir IS indépendant Shaybanid princes and Sibir khan fought against each other for ruling the Khanate.

Great player in central asia? I'm aware of non mongol revolts against Muscovy to restore the kazan and siberian Khanate, but never heard of sibir and astrakhan being great players.
Will GH and Uzbek keep their cores on these lands? If so they can just do an easy reconquest. If a war of independence/make a march you can call in your defensive allies. Turning lodi revolt into a tag in india didnt make it always happen as it did irl because of how the event fires. If youre Muscovy you could just annex northern GH then annex newly released astrakhan, Poland too

Both the state will keep their cores but Astrakhan and Sibir will have enoigh cores and maybe alliés for keep independant.
Thé Astrakhan Khanate has eliminated GH with the help of thé Crimea and for Sibir his remoteness and alliance with neighboor allows for survival even if it IS harder in EU4.
