Siberian and Central/South American tribes can't migrate

I just checked out the new Siberian and South American tribes earlier and noticed that they don't have the tribal interface with migration button. I checked out the codes and found out that for Siberians, the native mechanics is disabled, which means no native interface for players, while migration is enabled. Also, migration code was not written for any other tribal government besides the North American native council. I don't know if the Siberian AI can bypass the lack of interface and migrate, but I certainly don't see a way for human players to do it.

To devs, I think the better solution would be enabling migration and native interface for all tribal governments (yes, including nomads), so tie them to "tribal = yes" and remove the "migration = yes" and "native mechanic = yes" lines of code. Modders, you know what to do.

The isolated OPMs in South America can migrate. The other ones can't because they are not the same types of natives and because they are already mostly larger than OPMs.

Also, you can still migrate using the button in your capital province below the Autonomy area. No need for the native interface.
