When trying to manage your empire, you're doing a ton of shifting around. Playing a multiplayer game at speed 3, locked movement in general is dreadful as the lack of pausing causes all kinds of mistakes simply because of a pop-up message or simply not being able to click fast enough. So, I find myself walking the wrong stack into a group of rebels first, or circling around trying to click the right province because I'm zoomed out slightly too far, etc.

My real suggestion would be to get rid of this feature because I have not found it to help the AI at all and makes it even easier to trap them. However, since that is not going to happen, my suggestion here is to shut it off during peacetime. During peace the only thing it provides is a major annoyance.

Just keep in mind, In the suggestion I don't expect them to roll back the feature entirely. I might not agree with it, but I'm guessing it's here to stay. I just want it rolled back when not at war because at that time it's not a help or hindrance, it's just a nuisance.
