I did the interface, but feel free to change it I suppose. I'm inclined to leave it for the first release and then work on it more for the later ones, perhaps completely redo it.

I think Lunar said they had 1 or 2 extra tags. I think the currently empty parts of Africa will remain empty and were missing atleast 30 countries, since South West Africa has alot of small countries.
I'd like to know how he got the mod to run with so many empty provinces, because I couldnt get my HoI to run when I edited it so only europe was in the game.
The problem you probably had when you edited to make it only Europe was that you left bits behind (things to load and whatnot) that caused it to crash. Maybe you still had the victory points file assigning VPs to empty areas or something, not sure. You can test it yourself by deleting a province in Russia or somewhere from Russian control and loading up a game.
I don't know the exact number of missing countries. If you care, every country currently in the game is listed in the Country IDs thread at the top.
Africa simply won't be in the game. You won't be able to put your troops there and there will be no countries in the empty areas for you to declare war upon.
