Shouldn't the Improve Worker Conditions decision cost somehow scale with the size of your economy?

I think it's a bit weird that it costs the same amount of PP for all countries, no matter the size of the economy (i.e. number of CIV factories). If you are a small country, and your stability increase gives you, let's say 3% extra factory output in each of your 7 factories, then you've paid 100 PP for that increase. If you have 100 factories, you pay the same cost in PP but you leverage that 3% increase across a lot more factories.

Partially it scales: You loose 10% factory output for 180 days. So the bigger your economy the more production you loose.

You also use 5% consumer goods, which scales with your economy. Only the PP cost doesn't but that makes sense.

PP costs never scale with the size of country in HoI4, only the economy modifiers do. I guess you could argue that the laws should be cheaper for smaller countries too, but idk that would require rebalance of PP system.
