Shouldn't the Emperor be able to dismantle the HRE

If you vassalize the Emperor after Proclaim Erkbaisertum reform, the HRE automatically dismantles. :) I know it's not the early game strategy people actually want so they can eat up the German provinces with much less hassle, but its a fairly quick and easy late game strategy to prevent the Emperor from Revoking, can be done in just a couple wars depending on the Emperor's size.
