Shouldn't Fascist Croatia be an Axis puppet?

The Independent State of Croatia is considered to be some kind of a shared puppet between Germany and Italy. In the game, though, I'ts a full member of the Axis. I understand there can't be something like a "shared puppet" in the game, so I'll suggest it becomes a puppet of Italy, so they can get their "Italia irredenta" territories in Dalmatia. If not, it usually ends up having Greece and other countries invaded in the area as Croatian puppets or directly annexed, and this makes no sense.

I think it shouldn’t spawn by event, but rather Italy and Germany have a lot of collaboration levels and they can spawn ISC if they want.

Either that or make it like Vichy France where it gives buffs to Italy and Germany through focuses and decisions without being a direct puppet to one or their either (to simulate it being a joint puppet)

Yes, it should be a shared puppet between Germany and Italy. Germany wanted to hand it over to Italy completely but Italy said no we can't handle it on our own.
