Of course I got the new total upkeep not the difference. My bad. I only see 1 variable though; SU as NS and 25% is the same.

I also checked outpost upkeep, being convinced of the opposite. I experienced someting similar, the 25% was not added until I added another outpost, when I removed the outpost it retained the 25% though.

Variables in your equation:
  • SU
  • NS
  • "number to beat"
3 variables. SU and NS are not related: You cannot establish SU as a function of NS (or vice versa) without introducing new assumptions and variables.
Consider what those variables represent, namely an empire's total starbase upkeep and the upkeep of a singular starbase, and you'll find weak ingame correlations at best.
Do not conflate experimentally derived correlations with strict mathematical functions.

NS is always 2 energy. Why? Because it is an outpost you want to know if it is worth upgrading. There are 2 modifiers for it, -10%, -20% but these also apply to SU.
My point was this is simple, your first post was not. As in complicated not necessarily complex

My point was this is simple, your first post was not. As in complicated not necessarily complex
NS (the upkeep of a singular starbase) can be anywhere between 2 (empty starport) and 48 (citadel, 6 modules, yards for colossi and titan, command center and a generic building).
The only time you're sure that NS is always exactly 2 is when you're assuming that the starbase is a starhold and is not outfitted with modules or upgraded beyond that.
I would not accept that assumption.

I do not see why the presence of other upkeep modifiers is relevant to this discussion.
