The German government was afriad of revolutionary nationalism. The German government had always refused to use revolutionary means to achieves it's goals, so that is why the Prussia King refused the crown in 1848. The idea of allying with Austria was to ensure it held together or the revultionary nationalists would be calling for union with the German lands of Austria.
