Should USA gets penalty for naval exercise in early game.

It seems to be such a huge advantage to have the resource to train the entire navy and airforce without losing a drop of oil. By the war break out USA could simply field the most advanced trained ships with the all doctrine and sprite researched.

Well even air doctrine? New thing I have to try with other country to see if oil import is worth it. Though trainning cost air plane and shipyard to repair!

On the other hand, MIL advisors is very good source of xp now that worth do no focus for a while to get them earlier. For some minors I get the max 4 land MIL advisors!

My personal take is the US is quite lackluster in the game overall at the moment being heavily limited by building slots and negative modifiers. So while I'd be open to this after a US rework or some other indirect buff the US gets from game changes, at this point I personally think the US really doesn't need to be made weaker especially as this is one of the few gimmicks/areas it excels at right now.

But they did have a large navy that was able perform training and maneuvers as needed and wasn’t constrained by fuel, prior to the war.

historically, the navy as opposed to the army, stayed staffed up and had continued ship development during times of peace.

you don’t typically have enough mils prewar to build up a large air force, so I kinda think that’s moot—but I don’t play vanilla so it could be more egregious there.

And beyond all of that the us is already woefully less capable in game than irl.

I mean, they are. Their near to unique economy law hits fuel storage pretty hard. It still varies between releases whether constant training is feasible or not, though intermittent training always has been. The new exp formulas focusing on theorists has made this less significant than it used to be though.
