Should Tuborek appear twice?

A Xenophobic Fallen Empire has three shielded worlds.
I think the event for Tuborek should set a flag to prevent it from being triggered again on another shielded worlds.
Also, if an empire rejected him and re-shielded the world, other empires may still be able to release him.

i think they tried fixing it, but much like the occasional Despicable Neutrals empires that can still show up in games [which they aren't supposed to] it will remain here

I got this bug yesterday. I didn't see a bug report when I searched, so I went ahead and reported it.

Despicable Neutrals are a place holder empire that isn't normally meant to show up in the game

However sometimes, either during galaxy generation or when a new empire spawns, the AI will occasionally "derp" more than usual and thus it is unable to create a proper empire and this empire gets spawned in place
