Should there be Free City Ideas?

Hi. I been creating Ideas for countries for about a few weeks (I've been getting better at them.) and I have an idea. What if Free Cities get an idea group that gives them bonuses for being a OPM and being a strong OPM (Force Limit, Fort Maintenance, etc.). When you become a free city, you will lose your old ideas and get new ones. When you lose your free city, you go back to your original ideas (Or German Ideas for the Free Cities already made). This requires Common Sense, which might not work. What do you people think?

You could get an event that let's you change to Free city idea but one should never be forced to change ideas.

On top of that you gain bonuses for being a free city already. It would be pointlessly homogenizing, when really all the free city states should eventually be getting their own ideas.

Yes that's true, but what about when you create a new free city (Montferrat was one in my game.) Yes, they should have unique ideas, but that probably won't happen for a while (Unless somebody suggests them, which I can do.) The Ideas I have in mine give bonuses for being a OPM and these aren't permanent, you have them when you are a free city. Example. Nuremberg should have new ideas, but the Free City ideas would only apply if they are one. Then if they lose the status, then they will get their unique ideas back.

Basically they only have the Free City Ideas if they are one. If they aren't, then they get their original ideas.

Yes, that would make sense. If Aachen had a idea group you want over the Free City Idea Group then that would make sense.
