I think that fanatic purifiers at least should have an option to develope and use these kind of weapon. They already want to exterminate everyone else and cant conduct any diplomacy so no chance there of agreeing on some kind of rules to warfare.

In my opinion they would be developed for each species separatly - not as tech but in the situation log. Result could vary greatly. Failure or succes and succes would vary as well - how deadly the results are - like it kills 5 of 10 pops. It would last a given time.

After using it it would start in a planet and kill of said percentage. After that attacked could try varied countermesures - quarantine and developing antidote etc.

There is no bio weapon in any paradox game even like HOI where there should be historically.(Think about Japanese 731 troop.)
But, no...They are not there.
I wonder if there is something to do with game rating or government policy that forbid it appear in game.

By Biological weapons, do you mean; Plague, viruses, fungus, insects, parasites or nanotech? Would it be Human targeting, Agriculture targeting, livestock targeting, Nature targeting, Biomass consuming, some sort of "plague of rust" or a science fiction stellar plague? Would it be lethal, disabling, distracting, impairing, area denial or apocalyptic? Would the effects be rapid, slow, instant or evolving?

If you want to include biological warfare, it should be a proper representation, otherwise you get exactly the same effects from the conventional warfare already in the game.

How would bombarding a planet simulate biological warfare?
"Here is a bomb. It goes bang."

"Here is another bomb. It goes bang, and also showers the area with gengineered anthrax spores."

Only the small difference that the first bomd in best case for you destroyed a building and a pop.

The second in best case wiped out the greater part of the whole enemy empires population.
