Should there be an event that advances the technology in Rome if you restore the Roman empire?

Given that the technology in Constantinople is now quite advanced, if you restore the Roman empire, it is possible that you will be moving your capital to a much lower tech city. Perhaps there should be an event to promote the tech in Rome, reflecting the transfer of tech from Constantinople back to the old capital. An emperor moving his residence to Rome isn't going by himself; he would probably take the best and brightest with him.

Unlikely. In the real world even if you had the tech. The infastructure, educated workforce, and education may take decades or even centuries to disseminate among the populace.

That is already represented by the accelerated tech growth as it is.

If you restore the Roman Empire as a Hellenic you will get an option to raze them. I'm not sure if you can even go tribal as the Roman Empire??? :O You can go Hellenic and re-convert to Christianity after you have razed the churches, though.

Maybe there should be a mechanic to "unbuild tech" in return for tech points, maybe at a discount like 50% and with some other penalty such as gold cost or increased revolt risk.

I could see the Emperor transferring the 30,000 scrolls from the Great Library from Constantinople to Rome along with all the best and brightest minds in the realm, I can also see this causing massive disruptions at court and in the provinces as people suddenly realise that no one will be fixing the aqueducts or potholes any more.
